There are, after all, two threshold points. First, which tokens, if any, are literally securities? On that long-standing situation, this proposal is silent. Second, did the SEC even intend to rope crypto into this proposed regulatory regime? Nothing within the 654-page rule mentions crypto, DeFi or blockchain protocols usually, and so there may be room for doubt.
